Many of these formable nations are fun to play but I find nations like Prussia, Netherlands, and Romania the most fun due to the challenges associated with each one. The reason I say 'kind of' is there's really no reason other than the achievement to actually form the HRE- the vassal swarm immediately preceding it is hands down the best thing in the game. The only color that's better in the entire game is Theodoro ... not that it ever gets anywhere unless you are amazing at this game (such as the Gothic Rome post). Why men? Well actualy it is more like released country after napoleon conquest, so rly no reason to make it formable. I have formed most of the nations you can and the most fun I have had is either Malaya or hindustan/bharat. are plausible candidates for these mid-sized German states. Good ideas, good government type and IMHO one of the coolest map colors in the game.
