One exception is the Wayshrine of Sight which has no portal to the Wayshrine of Resolution, even if discovered and opened. I have tried multiple console commands that don't seem to do anything (setting the stage 200 for this quest, setting stage 10 for the next, completing this quest) but the stage for the next quest seems to remain at 0, no matter what I do.
